The House of Representatives convened at 11:45 a.m. and was called to order by Steve Sviggum, Speaker of the House.

 

Prayer was offered by Pastor Arthur Going, Gethsemane Lutheran Church, Maplewood, Minnesota.

 

The members of the House gave the pledge of allegiance to the flag of the United States of America.

 

Speaker Sviggum introduced the new House member, Representative Kurt Zellers, from District 32B and announced that he had previously been administered the oath of office and that his election certificate was on file. He was elected in a special election held on Tuesday, February 25, 2003, to replace Richard W. Stanek whose resignation was effective on Thursday, January 30, 2003.
