"Section 1. Minnesota
Statutes 2012, section 256B.055, subdivision 14, is amended to read:
Subd. 14. Persons detained by law. (a) Medical assistance may be paid for an
inmate of a correctional facility who is conditionally released as authorized
under section 241.26, 244.065, or 631.425, if the individual does not require
the security of a public detention facility and is housed in a halfway house or
community correction center, or under house arrest and monitored by electronic
surveillance in a residence approved by the commissioner of corrections, and if
the individual meets the other eligibility requirements of this chapter.
(b) An individual who is enrolled in medical assistance, and
who is charged with a crime and incarcerated for less than 12 months shall be
suspended from eligibility at the time of incarceration until the individual is
released. Upon release, medical
assistance eligibility is reinstated without reapplication using a
reinstatement process and form, if the individual is otherwise eligible.
(c) An individual, regardless of age, who is considered an
inmate of a public institution as defined in Code of Federal Regulations, title
42, section 435.1010, and who meets the eligibility requirements in section
256B.056, is not eligible for medical assistance., except for
covered services received while an inpatient in a medical institution. Security issues related to the inpatient
treatment of an inmate are the responsibility of the county.
EFFECTIVE DATE. This section is effective January 1, 2014."

Pursuant to Minnesota Statutes 2012, section 137.0246, subdivision 2, the Joint Legislative Committee met on February 26, 2013 to consider candidates for vacancies on the University of Minnesota Board of Regents.
The Joint Legislative Committee allowed all candidates who were recommended by the Regent Candidate Advisory Council an opportunity to address the Joint Committee and respond to questions. A report was received from the Fifth Congressional Caucus that voted to select Peggy Lucas as their recommended nominee for the vacancy.
After hearing from all 9 candidates, the Joint Legislative Committee voted. DECLARATION OF ELECTION
Peggy Lucas, Fifth Congressional District Regent, Six Years; Abdul Omari, Student At-Large Regent, Six Years; Linda Cohen, At-Large Regent, Six Years; and Dean Johnson, At-Large Regent, Six Years; each having received a majority of the votes cast at the Joint Convention were declared by the President of the Joint Convention to be elected to the Board of Regents of the University of Minnesota.
Senator Bakk moved that the Joint Convention adjourn. The motion prevailed and the President declared the Joint Convention adjourned.

PROTEST
AND DISSENT
Pursuant to Article IV, Section 11, of the
Minnesota Constitution, we the undersigned members of the Minnesota House of
Representatives register our protest and dissent regarding the following
actions:
On Wednesday, March 6, 2013,
Representatives Falk and Wagenius, members of the Agriculture Policy Committee,
raised points of order against multiple Republican amendments in direct
violation of Mason's section 616, numbers three and four, and Mason's section
636, number two. Raising these points of
order had the effect of silencing Representatives from Greater Minnesota.
It has long been custom of this body, with
the committee chair's discretion, to permit the offering of any and all
amendments to a bill before committee.
Traditionally members of a committee have not raised points of order on
issues of germaness in committee. This
is yet another attempt by Representatives Falk and Wagenius and their
Democratic majority to refuse to work in a bipartisan manner by silencing the minority.
Agriculture committees in the House have
been bi-partisan and collegial, this is no longer the case. Chairwoman Wagenius and Vice-chairman Falk of
the Environment, Natural Resources and Agriculture Finance Committee again
today would not let the voice of Minnesota family farmers be heard in Saint
Paul.
If work on legislation is to occur in
committee as implied by the permanent rules of the Minnesota House of
Representatives, then we believe the committee chair shall provide abundant
opportunities for a full and complete debate of any measure at hand. This includes no limits on the offering and
discussion of amendments proposed by the minority caucus.
