      The House of Representatives convened at 12:00 noon and was called to order by Lisa Demuth, Speaker of the House.

 

      Prayer was offered by the Most Reverend Kevin T. Kenney, Auxiliary Bishop, Catholic Archdiocese of St. Paul and Minneapolis and Pastor, St. Olaf Catholic Church, Minneapolis, Minnesota.

 

      The members of the House gave the pledge of allegiance to the flag of the United States of America.

Whereas, the 66 members of the Democratic-Farmer-Labor (DFL) Caucus in the Minnesota House of Representatives have been absent during the first week of the legislative session; and

 

Whereas, the continued absence of the DFL Caucus deprives Minnesotans residing in their districts of representation during critical debates and legislative work conducted in the House of Representatives; and

 

Whereas, the citizens of Minnesota expect the House of Representatives to address pressing state issues, including the allocation of funds for the state budget to avert a government shutdown; and

 

Whereas, a minimum of 68 votes is required for the House of Representatives to pass legislation; Now, Therefore,

 

Be It Resolved that the Minnesota House of Representatives hereby calls upon Governor Tim Walz to direct the Minnesota State Patrol to locate the absent members of the DFL Caucus and ensure their presence in the House of Representatives no later than 3:30 p.m. on Thursday, January 23, 2025.

PROTEST AND DISSENT

 

      Pursuant to Article IV, Section 11 of the Minnesota Constitution, we the undersigned Members of the Minnesota House of Representatives register our protest and dissent against Representative Jamie Long, Representative Leigh Finke, Representative Tina Liebling, Representative Kristi Pursell, Representative Andy Smith, and the protestors who disrupted the Public Safety Finance and Policy Committee hearing on Tuesday, January 21, 2025.

 

      On January 19, 2025, one of the protestors, Amber Muhm aka "Amber Trance" on the social media platform BlueSky, posted to BlueSky, announcing that a protest would be taking place on January 21 at 2 PM at the Capitol. In advance of the protest, Representative Finke reposted Muhm's post via BlueSky instructing followers to "show up and let the Republicans know that these fascist tactics are not welcome." Representative Smith, Representative Liebling, (both via BlueSky) and Representative Pursell (via Facebook) posted more general support of the protest, with asks to their followers to attend.

 

      During the January 21 Public Safety Finance and Policy Committee hearing, protestors—led by Amber Muhm—interrupted public testimony from the Minnesota Police and Peace Officer's Association. The protestors, generally, and Muhm, in specific, shouted expletives through a bullhorn and disrupted the proceedings, despite Chair Paul Novotny's efforts to maintain order and decorum. The committee was forced to recess as State Patrol and House Sergeants were called in to restore order. During the recess, Muhm forcefully and aggressively approached members of the committee seated at the table. Ultimately, the entire committee room had to be cleared because of the protestors' undemocratic and disorderly actions. Following the recess, the committee reconvened to complete its business.

      This was a predictable outcome of the dangerous rhetoric coming from DFL Leadership and specifically Representative Jamie Long who, since the start of session and the House's organization, has accused House Republicans of engaging in a coup. That rhetoric has contributed to the heightened tensions around the House's work and can be directly linked to the actions and intimidation tactics used by the disruptors on January 21.

 

      Pursuant to Article IV, Section 11 of the Minnesota Constitution, we direct that our protest and dissent be entered into the Journal of the House of Representatives.
