1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. HEALTH RISK LIMITS REQUIRED.
1.4    By August 1, 2007, the commissioner of health shall develop and adopt by rule,
1.5pursuant to Minnesota Statutes, section 14.388, clause (1), health risk limits, as defined
1.6in Minnesota Statutes, section 103H.005, subdivision 3, for perfluorooctanoic acid, and
1.7perfluorooctane sulfonate. The commissioner shall develop and adopt the health risk
1.8limits according to Minnesota Statutes, section 144.0751, and ensure that the health risk
1.9limits are based on currently available toxicity and exposure data.
1.10EFFECTIVE DATE.This section is effective the day following final enactment.

1.11    Sec. 2. HEALTH RISK LIMITS FOR PERFLUOROCHEMICALS; REPORT.
1.12    By January 15, 2008, the commissioner of health shall provide a report to the house
1.13of representatives and senate committees with jurisdiction over health and environmental
1.14policy on the commissioner's progress in determining the health effects and the
1.15development of the health risk limits, as defined in Minnesota Statutes, section 103H.005,
1.16subdivision 3, for perfluorochemicals. By September 30, 2007, the commissioner shall
1.17provide an interim status report to the committees. The report shall include, but is not
1.18limited to:
1.19    (1) the health effects and health risk limits adopted for perfluorooctanoic acid and
1.20perfluorooctane sulfonate;
1.21    (2) the health effects and the need to develop health risk limits for perfluorobutanoic
1.22acid and other perfluorochemicals;
1.23    (3) the health effects and the need to develop health risk limits for combinations of
1.24perfluorochemicals; and
2.1(4) a comparison of health based values for perfluorochemicals established in
2.2Minnesota and the values established for those chemicals in other states including the
2.3state of New Jersey.
2.4EFFECTIVE DATE.This section is effective the day following final enactment."
