1.1    .................... moves to amend H. F. No. 3229 as follows:
1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2006, section 13.681, is amended by adding a
1.4subdivision to read:
1.5    Subd. 6. Disconnection. Certain utility data on disconnections provided to and
1.6shared by the commissioner of commerce under section 216B.0976.

1.7    Sec. 2. [216B.0976] CENTRALIZED FILING OF UTILITY DISCONNECTION.
1.8    Subdivision 1. Notice to state. Notwithstanding section 13.685 or any other law
1.9to the contrary, a public utility, cooperative electric association, or municipality that
1.10disconnects a customer's gas or electric service must provide notice of the disconnection
1.11to the Department of Commerce as prescribed by this section. On October 15 of each
1.12year, a report must be made of the address of properties currently disconnected and the
1.13date of the disconnection. Reports must be made as soon as possible of the address of
1.14each disconnection made between October 15 and April 15.
1.15    Subd. 2. Central repository; information sharing. The Department of Commerce
1.16shall maintain the reports in an electronic database sorted by the city, or town or county
1.17for unincorporated areas, in which a disconnected property is located.
1.18    Subd. 3. Local government access. The Department of Commerce must allow
1.19electronic access to a city, town, or county to disconnection reports for properties located
1.20within its jurisdiction.
1.21    Subd. 4. Cooperative electric association exception. In lieu of providing a report
1.22to the department, a cooperative electric association may elect to comply with this section
1.23by filing reports of disconnections with the county, city, or town where a disconnected
1.24property is located."
1.25Delete the title and insert:
2.2relating to utilities; requiring reporting of utility disconnections so local
2.3governments may get notice;amending Minnesota Statutes 2006, section 13.681,
2.4by adding a subdivision; proposing coding for new law in Minnesota Statutes,
2.5chapter 216B."
