1.3    "Sec. 4. Minnesota Statutes 2006, section 282.04, subdivision 4a, is amended to read:
1.4    Subd. 4a. Private easements. (a) A county board may convey a road easement
1.5across unsold tax-forfeited land to an individual a person, as defined under section
1.6645.44, subdivision 7, requesting an easement for access to private property owned by
1.7the individual person if:
1.8    (1) there are no reasonable alternatives to obtain access to the individual's person's
1.9property; and
1.10    (2) exercising the easement will not cause significant adverse environmental or
1.11natural resource management impacts.
1.12    (b) The county auditor shall require an individual a person applying for an easement
1.13under paragraph (a) to pay the appraised value of the easement. The conveyance must
1.14provide that the easement reverts to the state in trust for the taxing district in the event of
1.15nonuse."
1.16Renumber the sections in sequence and correct the internal references
1.17Amend the title as follows:
1.18Page 1, line 4, after the semicolon, insert "modifying authority to convey private
1.19easements on tax-forfeited land;"
