1.6    "Sec. 6. [116J.8865] AUTHORIZATION OF BONDS.
1.7    Subdivision 1. Issuance of bonds. To provide money in the biomedical science
1.8research facilities funding program under Minnesota Statutes, section 116J.8864, the
1.9commissioner of finance shall sell and issue bonds of the state in the aggregate amount of
1.10$279,000,000 in the manner, upon the terms, and with the effect prescribed by sections
1.1116A.631 to 16A.675 and by the Minnesota Constitution, article XI, sections 4 to 7. Before
1.12the issuance of any series of bonds, the authority shall determine that the proceeds of the
1.13series of bonds to be issued will be needed to make disbursements of grants approved by
1.14the authority under the program. Section 16A.642 does not apply to this section.
1.15    Subd. 2. Appropriation of proceeds. The proceeds of the bonds authorized by
1.16subdivision 1 are appropriated to the Minnesota Biomedical Science Research Facilities
1.17Authority to be spent for the purposes set forth in section 116J.8864."
