1.3Page 163, after line 7, insert:

1.4    "Section 1. Minnesota Statutes 2006, section 16A.10, is amended by adding a
1.5subdivision to read:
1.6    Subd. 2a. Base budget detail. Within one week of the release of the budget forecasts
1.7required in section 16A.102 in November of an even-numbered year and February of an
1.8odd-numbered year, the commissioner, after consulting with the commissioners of human
1.9services and health, must provide to the legislature information at the program, budget
1.10activity and management activity level for the base level budget of the Department of
1.11Human Services and the Department of Health for the next biennium. The information
1.12must be organized in a manner that explains how base level budget appropriations are
1.13projected to be spent. Within one week of the release of the budget forecasts required in
1.14section 16A.102 in November of an even-numbered year, the commissioner must also
1.15provide the legislature with the information submitted by the commissioners of human
1.16services and health under subdivision 2, clauses (3) and (4)."

1.19to read:
1.20    Subd. 5. Base budget detail. The commissioner shall provide the commissioner
1.21of finance with the information necessary to provide base budget detail to the legislature
1.22under section 16A.10, subdivision 2a."

2.4Renumber the sections in sequence and correct the internal references
