1.7license is subsequently expired, canceled, revoked, or suspended prior to payment of 100
1.8percent of the surcharge and fee, must pay the outstanding balance due for the initial
1.9reinstatement before the driver's license is subsequently reinstated. Upon payment of the
1.10outstanding balance due for the initial reinstatement, a person may pay any new surcharge
1.11and fee imposed under paragraph (b) in installment payments as provided under paragraph
1.12(f)."
