1.3Page 81, after line 15, insert:

1.4    "Section 1. Minnesota Statutes 2006, section 116J.401, is amended by adding a
1.5subdivision to read:
1.6    Subd. 4. Use of funds for unemployed worker assistance. Payment of employee
1.7compensation costs from the Wagner-Peyser Act referenced in subdivision 1, clause
1.8(8), must be used to provide direct benefit to unemployed and underemployed workers
1.9through the state's workforce centers. At least 75 percent of the employee compensation
1.10paid from Wagner-Peyser funds must be used for employees at workforce centers who
1.11provide direct assistance to unemployed and underemployed workers and no more than
1.1225 percent may be used for providing hiring and human resource services for employers.
1.13The funds under this section may be used to establish an internet based labor exchange
1.14system. By July 1 of each year, the commissioner must submit a report to the committees
1.15of the legislature responsible for oversight of unemployment insurance with details on
1.16the use of Wagner-Peyser funds, including the number of employee positions funded,
1.17the location of the employees, and the use of funds for internet labor exchange system
1.18and other business assistance."
