1.3Page 4, after line 34, insert:
1.4"The legislature may not authorize or fund
1.5new regional law enforcement and fire safety
1.6training centers, regional forensic crime
1.7laboratories, and regional crime strike task
1.8forces until a working group convened by the
1.9commissioner of public safety has studied
1.10and made recommendations to the legislative
1.11committees with jurisdiction over public
1.12safety finance and capital investment on
1.13the appropriateness of additional regional
1.14law enforcement and fire safety training
1.15centers, regional forensic crime laboratories,
1.16and regional crime strike task forces. The
1.17commissioner must consult with the chairs of
1.18the legislative committees with responsibility
1.19for public safety finance on the membership
1.20of the working group. The forensic
1.21laboratory advisory board, established under
1.22Minnesota Statutes, section 299C.156,
1.23must provide advice and assistance to
1.24the commissioner and the working group
1.25as requested by the commissioner. The
1.26working group must submit its report and
1.27recommendations to the house and senate
2.1committees with responsibility for public
2.2safety finance by February 1, 2008."
