1.4    "Sec. 2. ADOPTION.
1.5    The rules under section 1 must be adopted by November 1, 2008. The rules shall be
1.6effective after adoption of the California low emissions regulations by all of the states
1.7bordering Minnesota. The rules shall be effective for motor vehicles with a model year
1.8equal to the latest model year to which the California low emissions regulations enforced
1.9by any state bordering Minnesota apply and later.
1.10EFFECTIVE DATE.This section is effective the day following final enactment."
