1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2006, section 243.166, subdivision 1a, is amended to
1.4read:
1.5    Subd. 1a. Definitions. (a) As used in this section, unless the context clearly
1.6indicates otherwise, the following terms have the meanings given them.
1.7    (b) "Bureau" means the Bureau of Criminal Apprehension.
1.8    (c) "Dwelling" means the building where the person lives under a formal or informal
1.9agreement to do so.
1.10    (d) "Incarceration" and "confinement" do not include electronic home monitoring.
1.11    (e) "Law enforcement authority" or "authority" means, with respect to a home rule
1.12charter or statutory city, the chief of police, and with respect to an unincorporated area,
1.13the county sheriff.
1.14    (f) "Motor vehicle" has the meaning given in section 169.01, subdivision 2.
1.15    (g) "Primary address" means the mailing address of the person's dwelling. If the
1.16mailing address is different from the actual location of the dwelling, primary address
1.17also includes the physical location of the dwelling described with as much specificity as
1.18possible.
1.19    (h) "School" includes any public or private educational institution, including any
1.20secondary school, trade, or professional institution, or institution of higher education, that
1.21the person is enrolled in on a full-time or part-time basis.
1.22    (i) "Secondary address" means the mailing address of any place where the person
1.23regularly or occasionally stays overnight when not staying at the person's primary address.
1.24If the mailing address is different from the actual location of the place, secondary address
1.25also includes the physical location of the place described with as much specificity as
1.26possible.
2.1    (j) "Treatment facility" means a residential facility, as defined in section 244.052,
2.2subdivision 1 , and residential chemical dependency treatment programs and halfway
2.3houses licensed under chapter 245A, including, but not limited to, those facilities directly
2.4or indirectly assisted by any department or agency of the United States.
2.5    (k) "Work" includes employment that is full time or part time for a period of
2.6time exceeding 14 days or for an aggregate period of time exceeding 30 days during
2.7any calendar year, whether financially compensated, volunteered, or for the purpose of
2.8government or educational benefit.
2.9    (l) "Online identifier" includes any electronic mail addresses or instant message,
2.10chat, social networking, or other similar Internet communication name, but does not
2.11include a social security number or pin number.
2.12    (m) "Social networking website" means an Internet website that allows users to
2.13create web pages or profiles that provide information about themselves and are available
2.14publicly or to other users and that offer a mechanism for communication with other users
2.15such as a forum, chat room, electronic mail, or instant messaging.
2.16EFFECTIVE DATE.This section is effective July 1, 2008, and applies to persons
2.17required to register as predatory offenders before, on, or after that date.

2.18    Sec. 2. Minnesota Statutes 2006, section 243.166, subdivision 4a, is amended to read:
2.19    Subd. 4a. Information required to be provided. (a) A person required to register
2.20under this section shall provide to the corrections agent or law enforcement authority
2.21the following information:
2.22    (1) the person's primary address;
2.23    (2) all of the person's secondary addresses in Minnesota, including all addresses
2.24used for residential or recreational purposes;
2.25    (3) the addresses of all Minnesota property owned, leased, or rented by the person;
2.26    (4) the addresses of all locations where the person is employed;
2.27    (5) the addresses of all schools where the person is enrolled; and
2.28    (6) the year, model, make, license plate number, and color of all motor vehicles
2.29owned or regularly driven by the person; and
2.30    (7) all of the person's online identifiers used or intended to be used by the person. A
2.31person shall not be required to provide an employment online identifier if:
2.32    (i) the person's employer provided the online identifier for use primarily in the
2.33course of the person's employment;
2.34    (ii) the online identifier identifies the employer by name, initials, or other commonly
2.35recognized identifier; and
3.1    (iii) the person is not an owner or operator of the employing entity that provided
3.2the online identifier.
3.3    (b) The person shall report to the agent or authority the information required to be
3.4provided under paragraph (a), clauses (2) to (6) (7), within five days of the date the clause
3.5becomes applicable. If because of a change in circumstances any information reported
3.6under paragraph (a), clauses (1) to (6) (7), no longer applies, the person shall immediately
3.7inform the agent or authority that the information is no longer valid. If the person leaves
3.8a primary address and does not have a new primary address, the person shall register as
3.9provided in subdivision 3a.
3.10EFFECTIVE DATE.This section is effective July 1, 2008, and applies to persons
3.11required to register as predatory offenders before, on, or after that date.

3.12    Sec. 3. Minnesota Statutes 2006, section 243.166, subdivision 7, is amended to read:
3.13    Subd. 7. Use of data. Except as otherwise provided in subdivision 7a, subdivision
3.147b, or sections 244.052 and 299C.093, the data provided under this section is private data
3.15on individuals under section 13.02, subdivision 12. The data may be used only for law
3.16enforcement and corrections purposes. State-operated services, as defined in section
3.17246.014 , are also authorized to have access to the data for the purposes described in
3.18section 246.13, subdivision 2, paragraph (b).
3.19EFFECTIVE DATE.This section is effective July 1, 2008, and applies to persons
3.20required to register as predatory offenders before, on, or after that date.

3.21    Sec. 4. Minnesota Statutes 2006, section 243.166, is amended by adding a subdivision
3.22to read:
3.23    Subd. 7b. Disclosure of online identifiers. The bureau may provide a list of
3.24online identifiers collected pursuant to subdivision 4a, clause (7), to social networking
3.25websites or third parties designated by social networking websites. The social networking
3.26website may use this information only for the purpose of comparing registered users
3.27and screening potential users of the social networking website against the list of online
3.28identifiers provided by the bureau.
3.29EFFECTIVE DATE.This section is effective July 1, 2008, and applies to persons
3.30required to register as predatory offenders before, on, or after that date."
