1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. MULTICOUNTY REGIONAL SECURED TREATMENT FACILITY
1.4IN WEST CENTRAL MINNESOTA.
1.5    Subdivision 1. Appropriation. $....... is appropriated from the bond proceeds
1.6fund to the commissioner of human services to predesign a multicounty regional secured
1.7treatment facility in west central Minnesota. The commissioner shall prepare a report to
1.8the legislature assessing the need for and the viability of the facility and the benefits
1.9derived from a coordinated multicounty, regional approach to local chemical dependency
1.10needs in west central Minnesota. The report is due to the legislature by February 1, 2008.
1.11    Subd. 2. Bond sale. To provide the money appropriated in this act from the bond
1.12proceeds fund, the commissioner of finance shall sell and issue bonds of the state in an
1.13amount up to $....... in the manner, upon the terms, and with the effect prescribed by
1.14Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
1.15article XI, sections 4 to 7.

1.16    Sec. 2. EFFECTIVE DATE.
1.17    This act is effective the day following final enactment."
1.18Delete the title and insert:
1.20relating to capital improvements; appropriating money to predesign a multicounty
1.21regional secured treatment facility in west central Minnesota; authorizing the
