2.32 Sec. 3.
[192.382] HONOR GUARDS.
2.33 Upon the death of any person who has honorably served six or more years or is
2.34in active service in the Minnesota National Guard, the adjutant general may activate
3.1members to serve as an honor guard at the funeral. Members activated for service as honor
3.2guards must be paid at the rate provided in section 192.49, subdivision 1 or 2.
3.3 Sec. 4.
[192.515] NATIONAL GUARD NONAPPROPRIATED FUND
3.4INSTRUMENTALITY.
3.5 Subdivision 1. Establishment. The adjutant general may:
3.6 (a) establish a Minnesota National Guard Nonappropriated Fund Instrumentality to
3.7create, operate, and maintain morale, welfare, and recreation facilities and activities at
3.8Camp Ripley and other property owned, leased, or otherwise controlled by the Minnesota
3.9Nation Guard; and
3.10 (b) create a board to manage the fund established under paragraph (a) and delegate
3.11to the board the adjutant general's authority under this section.
3.12 Subd. 2. Definitions. (a) The definitions in this subdivision apply to this section.
3.13 (b) "MNG NAFI" means the Minnesota National Guard Nonappropriated Fund
3.14Instrumentality.
3.15 (c) "Morale, welfare, and recreation" refers to a facility or activity intended to
3.16provide recreational opportunities, promote unit and individual morale, and generally
3.17improve the welfare of Minnesota National Guard personnel at Camp Ripley or other
3.18properties owned, leased, or otherwise controlled by the Minnesota National Guard. It
3.19does not include facilities or services provided by the Army and Air Force Exchange
3.20Service. It also does not include facilities or services provided by other instrumentalities
3.21through the use of appropriated funds.
3.22 Subd. 3. Use. The adjutant general may authorize Minnesota National Guard lands
3.23and facilities to be used in support of morale, welfare, and recreation activities under this
3.24section. That use must not interfere with military operations or training.
3.25 Subd. 4. Funds. (a) Except as otherwise specifically authorized in this section,
3.26no general fund money or other state funds may be used for the purposes authorized
3.27under this section.
3.28 (b) The MNG NAFI is authorized to accept donations or gifts from public or private
3.29sources for purposes authorized under this section, including, but not limited to, federal
3.30funds made available to the National Guard for related activities and money received from
3.31recycling activities to the extent authorized by federal regulation.
3.32 (c) Money received from operation of activities under this section, including, but
3.33not limited to, user fees and rental charges must be deposited and managed consistent
3.34with this subdivision.
4.1 (d) The adjutant general may transfer funds from any existing morale, welfare, or
4.2recreation fund to the MNG NAFI.
4.3 (e) Money received by the MNG NAFI must be deposited in the Minnesota National
4.4Guard morale, welfare, and recreation fund.
4.5 (f) Accounts or funds created under this section must be audited annually by officers
4.6of the military forces detailed by the adjutant general as military auditors.
4.7 Subd. 5. Rules. The adjutant general must adopt rules for the establishment,
4.8management, and operation of the MNG NAFI consistent with this section.
4.9 Sec. 5. Laws 2006, chapter 258, section 14, subdivision 6, is amended to read:
