1.13    An amendment to the Minnesota Constitution is proposed to the people. If the
1.14amendment is adopted, article XI, section 16, will read:
1.15Sec. 16. APPROVAL OF REVENUE INCREASE.
1.16    Beginning July 1, 2009, until June 30, 2034, the sales and use tax rate shall be
1.17increased by one-eighth of one percent on sales and uses taxable under the general state
1.18sales and use tax law. Receipts from the increase, plus penalties and interest and reduced
1.19by any refunds, are dedicated and deposited in the arts and cultural heritage fund to be
1.20spent only for arts and cultural heritage purposes.

1.21    Sec. 4. SUBMISSION TO VOTERS.
1.22    The proposed amendment must be submitted to the people at the 2008 general
1.23election. The question submitted must be:
1.24    "Shall the Minnesota Constitution be amended to provide funding beginning July 1,
1.252009, to support the arts and cultural heritage of the state by increasing the sales and use
