Sec. 4. TRANSPORTATION - ROGERS
TORNADO

1.26This appropriation is for predesign, design,
1.27construction, and erection of a noise barrier
2.1along marked Interstate Highway 94 adjacent
2.2to Rogers, Minnesota to provide substantial
2.3noise reduction and to mitigate the effects of
2.4tree loss resulting from the Rogers tornado
2.5on September 16, 2006. This appropriation
2.6is available until expended.
2.7 Sec. 5.
HOUSING FINANCE AGENCY.
2.8 The Housing Finance Agency may use the disaster relief contingency fund
2.9established under Minnesota Statutes, section 462A.21, subdivision 29, to assist with
2.10the rehabilitation or replacement of housing damaged as a result of the Browns Valley
2.11flooding of March 2007, notwithstanding that the area is not included in a presidential
2.12declaration of major disaster.
2.13 Sec. 6. Laws 2005, chapter 20, article 1, section 7, subdivision 2, is amended to read:

2.32Impoundment, Warren, and Whiskey Creek.
2.33$2,000,000 is for Austin for identified
2.34capital improvement projects, and any
3.1other authorized federal or state flood
3.2mitigation projects in the area designated
3.3under Presidential Declaration of Major
3.4Disaster, DR-1569, whether included in the
3.5original declaration or added later by federal
3.6government action. The area currently
3.7included in DR-1569 includes territory
3.8within the counties of Dodge, Faribault,
3.9Freeborn, Martin, Mower, Olmsted, and
3.10Steele.
3.11$175,000 is for the state share of a grant to
3.12the city of Cannon Falls for predesign and
3.13design of capital improvements to alleviate
3.14flooding caused by runoff from the bluffs and
3.15the flooding of the Little Cannon River and
3.16the Cannon River.
3.17For any project listed in this subdivision that
3.18is not ready to proceed or does not expend all
3.19the money allocated to it, the commissioner
3.20may allocate that project's money to a project
3.21on the commissioner's priority list.
3.22To the extent that the cost of a project in
3.23Ada, Austin, Breckenridge,
Browns Valley,
3.24Dawson, East Grand Forks, Granite Falls,
3.25Montevideo, Oakport Township, Roseau, or
3.26Warren exceeds two percent of the median
3.27household income in the municipality
3.28multiplied by the number of households in
3.29the municipality, this appropriation is also
3.30for the local share of the project.
3.31There is no local share required for the
3.32Canisteo Mine project.
3.33For grants for Roseau River wildlife
3.34management area, Palmville, and Malung,
4.1the state share must be $3 for each $1 of
4.2nonstate contribution.
4.3Notwithstanding the grant expiration date of
4.4June 30, 2002, the commissioner of natural
4.5resources shall extend until June 30, 2007,
4.6the expiration date of a grant made to the
4.7city of Stillwater under Minnesota Statutes,
4.8section
103F.161, used to match certain
4.9federal appropriations for flood hazard
4.10mitigation.
