1.6    Subdivision 1. State total adult basic education aid. (a) The state total adult basic
1.7education aid for fiscal year 2005 is $36,509,000. The state total adult basic education
1.8aid for fiscal year 2006 equals $36,587,000 plus any amount that is not paid for during
1.9the previous fiscal year, as a result of adjustments under subdivision 4, paragraph (a), or
1.10section 124D.52, subdivision 3. The state total adult basic education aid for fiscal year
1.112007 equals $37,673,000 plus any amount that is not paid for during the previous fiscal
1.12year, as a result of adjustments under subdivision 4, paragraph (a), or section 124D.52,
1.13subdivision 3 . The state total adult basic education aid for fiscal year 2008 equals
1.14$40,650,000, plus any amount that is not paid during the previous fiscal year as a result of
1.15adjustments under subdivision 4, paragraph (a), or section 124D.52, subdivision 3. The
1.16state total adult basic education aid for later fiscal years equals:
1.17    (1) the state total adult basic education aid for the preceding fiscal year plus any
1.18amount that is not paid for during the previous fiscal year, as a result of adjustments under
1.19subdivision 4, paragraph (a), or section 124D.52, subdivision 3; times
1.20    (2) the lesser of:
1.21    (i) 1.03; or
1.22    (ii) the greater of 1.00 or the ratio of the state total contact hours in the first prior
1.23program year to the state total contact hours in the second prior program year the average
1.24growth in state total contact hours over the prior ten program years.
1.25    Beginning in fiscal year 2002, two percent of the state total adult basic education
1.26aid must be set aside for adult basic education supplemental service grants under section
1.27124D.522 .
2.1    (b) The state total adult basic education aid, excluding basic population aid, equals
2.2the difference between the amount computed in paragraph (a), and the state total basic
2.3population aid under subdivision 2.

2.4    Sec. 20. Minnesota Statutes 2006, section 124D.55, is amended to read:
2.5124D.55 GENERAL EDUCATION DEVELOPMENT (GED) TEST FEES.
2.6    The commissioner shall pay 60 percent of the fee that is charged to an eligible
2.7individual for the full battery of a general education development (GED) test, but not more
2.8than $20 $40 for an eligible individual."
2.9Renumber the sections in sequence and correct the internal references
2.10Amend the title accordingly
