"Subd. 11.Project Requirements

1.4As a condition of accepting an appropriation
1.5in this section, any agency or entity receiving
1.6the appropriation must, for any project
1.7funded in whole or in part with funds from
1.8this appropriation:
1.9(1) comply with Minnesota Statutes, chapter
1.10116P;
1.11(2) plant vegetation only of native ecotypes
1.12to Minnesota, and of the local ecotype to
1.13the extent possible as defined in Minnesota
1.14Statutes, section 84.02, subdivision 2,
1.15if seeds and plant materials within this
1.16definition are not available then the seeds
1.17and plant material should be from within
1.18the same ecological subsection as defined
1.19in the Ecological Classification System
1.20developed by the Minnesota Department of
1.21Natural Resources and the United States
1.22Forest Service. Use of any seeds and plant
1.23materials beyond these definitions must be
1.24expressly approved in the work program.
1.25A high diversity of grass and forb species
2.1should be included in any restorations to the
2.2extent possible;
2.3(3) provide that all conservation easements:
2.4(i) are perpetual;
2.5(ii) specify the parties to an easement in the
2.6easement;
2.7(iii) specify all of the provisions of an
2.8agreement that are perpetual;
2.9(iv) are sent to the commission office in an
2.10electronic format; and
2.11(v) include a long-term stewardship plan and
2.12funding for monitoring and enforcing the
2.13easement agreement;
2.14(4) give priority in any acquisition of land
2.15or interest in land to high quality natural
2.16resources or conservation lands that provide
2.17natural buffers to water resources; and
2.18(5) provide documentation to the
2.19Legislative-Citizen Commission on
2.20Minnesota Resources of the selection process
2.21used to identify parcels acquired and provide
2.22documentation of all related transaction
2.23costs including but not limited to appraisals,
2.24legal fees, recording fees, commissions,
2.25other similar costs and donations. This
2.26information must be provided for all parties
2.27involved in the transaction. The recipient
2.28shall also report to the Legislative-Citizen
2.29Commission on Minnesota Resources any
2.30difference between the acquisition amount
2.31paid to the seller and the state certified
2.32or state reviewed appraisal. Appropriate
2.33data such as appraisals may remain private
2.34during negotiations but must ultimately be
3.1made public according to the provisions of
3.2Minnesota Statutes, chapter 13."
