1.3 "Sec. 2. Minnesota Statutes 2006, section 347.51, subdivision 1, is amended to read:
1.4 Subdivision 1.
Requirement. No person may own a dangerous dog
or a potentially
1.5dangerous dog in this state unless the dog is registered as provided in this section.
1.6 Sec. 3. Minnesota Statutes 2006, section 347.51, subdivision 2, is amended to read:
1.7 Subd. 2.
Registration. (a) An animal control authority shall issue a certificate of
1.8registration to the owner of a dangerous dog if the owner presents sufficient evidence that:
1.9 (1) a proper enclosure exists for the dangerous dog and a posting on the premises
1.10with a clearly visible warning sign, including a warning symbol to inform children, that
1.11there is a dangerous dog on the property;
1.12 (2) a surety bond issued by a surety company authorized to conduct business in this
1.13state in a form acceptable to the animal control authority in the sum of at least $50,000,
1.14payable to any person injured by the dangerous dog, or a policy of liability insurance issued
1.15by an insurance company authorized to conduct business in this state in the amount of at
1.16least $50,000, insuring the owner for any personal injuries inflicted by the dangerous dog;
1.17 (3) the owner has paid an annual fee of not more than $500, in addition to any
1.18regular dog licensing fees, to obtain a certificate of registration for a dangerous dog under
1.19this section;
and
1.20 (4) the owner has had microchip identification implanted in the dangerous dog as
1.21required under section
347.515; and
1.22 (5) the owner has completed a course of instruction in the safe and responsible care
1.23of a dangerous dog. The course must include instruction in managing canine aggression
1.24and provide obedience training for the dangerous dog, and must be taught by an individual
1.25certified or with advanced training in the responsible ownership and handling of dangerous
1.26dogs.
2.1 (b) An animal control authority shall issue a certificate of registration to the owner
2.2of a potentially dangerous dog if the owner provides evidence of completion of a course of
2.3instruction in the safe and responsible care of a potentially dangerous dog. The course must
2.4include instruction in managing canine aggression and provide obedience training for the
2.5potentially dangerous dog, and must be taught by an individual certified or with advanced
2.6training in the responsible ownership and handling of potentially dangerous dogs."
