1.3Page 2, delete lines 1 to 5 and insert:

(8) four community members who reside in areas adversely affected by controlled
1.5substance crimes and violent crimes, two of whom shall be appointed by the speaker of
1.6the house of representatives and two of whom shall be appointed by the Subcommittee
1.7on Committees of the Committee on Rules and Administration of the senate. One of the
1.8community members appointed by the senate must be a member of a community crime
1.9prevention organization. Of the community members appointed by the senate, one must
1.10reside in Minneapolis and one must reside in outstate Minnesota. Of the community
1.11members appointed by the house, one must reside in St. Paul and one must reside in a
1.12suburb of Minneapolis or St. Paul.
1.13 (b) Before making the appointments required under paragraph (a), the legislative
1.14appointing authorities must consider the recommendations of the chairs and ranking
1.15minority members of the committees and divisions in their respective legislative body
1.16with jurisdiction over criminal justice and policy funding.
1.17 (c) The appointments under paragraph (a) must be completed by July 1, 2008.
1.18Staff support for the working group shall be provided by the Sentencing Guidelines
1.19Commission. The executive director of the Sentencing Guidelines Commission or the
1.20executive director's designee shall convene the first meeting of the working group. The
1.21working group shall elect its chair from its membership at the first meeting."
