1.4    "Sec. 21. HEALTH CARE PROFESSIONALS TASK FORCE.
1.5    Subdivision 1. Creation. The commissioner of health shall convene a task force to
1.6analyze health professional licensing laws and regulations, including laws and regulations
1.7related to scope of practice, in Minnesota. The task force shall make recommendations to
1.8the legislature by July 1, 2009, about the establishment of rules setting forth the scope
1.9of practice for health care professionals in Minnesota. In making recommendations, the
1.10task force members' sole consideration shall be whether, based on education, training, and
1.11skills, the professional can provide health care services in a manner that does not jeopardize
1.12the safety of a patient. The task force may not consider or base its recommendations on
1.13whether another health care profession may provide the identical services.
1.14    Subd. 2. Membership. The task force shall consist of 11 members, of whom,
1.15no more than five may be licensed health care professionals. The 11 members shall be
1.16appointed as follows:
1.17    (1) seven members shall be appointed by the commissioner of health;
1.18    (2) two members, one of whom must be a member of the house of representatives,
1.19shall be appointed by the speaker of the house; and
1.20    (3) two members, one of whom must be a member of the senate, shall be appointed
1.21by the Rules Committee of the senate.
