1.3    "Sec. 2. [254B.11] SUBSTANCE ABUSE TREATMENT EFFECTIVENESS;
1.4ANNUAL REPORT.
1.5    The commissioner of human services shall issue an annual report to the legislature
1.6on the effectiveness of substance abuse treatment. Treatment performance outcome
1.7measures in this report shall include rates of homelessness, employment, arrests, alcohol
1.8use, illicit drug use, participation in a self-help group, family support in recovery, and
1.9treatment readmissions. Scores on the performance outcome measures shall be collected
1.10at assessment, treatment intake, discharge, and six months following discharge. The
1.11report shall also contain the cost of treatment per person per program. The report shall
1.12be submitted to the chairs of the house and senate committees with jurisdiction over
1.13chemical health no later than January 30, of each year, beginning January 30, 2009. The
1.14commissioner shall make this information available to county placing authorities and
1.15consumers through the department's Web site.
1.16EFFECTIVE DATE.This section is effective the day following final enactment."
