1.6the unclassified service at the deputy and commissioner, assistant commissioner, assistant
1.7to commissioner, or personal secretary levels. No more than two of these positions shall
1.8be at the deputy commissioner level. The commissioner shall appoint at least two deputy
1.9commissioners, and one must serve as the chief engineer and be licensed as a professional
1.10engineer under Minnesota Statutes, section 326.02."
