1.1A resolution of the Ways and Means Committee
1.2Of the House of Representatives; setting the limit on net expenditures for the
1.32008-2009 biennium in accordance with House Rule 4.03.
1.4BE IT RESOLVED that the sum of $34,694,255,000 is the maximum limit on net
1.5expenditures from the general fund for fiscal years 2008 and 2009.
1.6 BE IT FURTHER RESOLVED that the budget reserve is set at $683,000,000 and the cash
1.7flow account is set at $350,000,000.
1.8 BE IT FURTHER RESOLVED that the following general fund net expenditure limits for
1.9fiscal years 2008 and 2009 are set for the major finance bills:
1.10(1) $3,379,944,000 for a higher education and workforce development finance bill;
1.11(2) $13,729,337,000 for a K-12 education finance bill;
1.12(3) $459,755,000 for an early childhood education finance bill;
1.13(4) $133,145,000 for an agriculture, rural economies, and veteran's finance bill;
1.14(5) $346,769,000 for an environment and natural resources finance bill;
1.15(6) $9,305,104,000 for a health care and human services finance bill;
1.16(7) $575,541,000 for a state government finance bill;
1.17(8) $230,121,000 for a transportation finance bill;
1.18(9) $1,890,685,000 for a public safety finance bill;
2.1(10) $126,877,000 for a Minnesota heritage finance bill;
2.2(11) $67,959,000 for an energy finance bill;
2.3(12) $419,274,000 for a housing and public health finance bill;
2.4(13) $2,939,647,000 for a tax bill; and
2.5(14) $1,038,620,000 for a capital investment bill for debt service and general fund
2.6appropriations.
2.7These limits are based on expenditures projected in the general fund forecast issued
2.8February 28, 2007, and any subsequent corrections.
2.9If any of the bills listed above are combined in whole or in part, the limits for those bills
2.10representing the accounts that are moved are also combined in the same manner.
