1.2Page 1, delete lines 7 to 9 and insert:
1.3    "WHEREAS, ballast water discharges from ships entering the Great Lakes are the
1.4leading pathway for the introduction of aquatic invasive species, with more than 30 new
1.5species being introduced in the last fifty years; and
1.6    WHEREAS, current federal ballast water regulations designed to protect the Great
1.7Lakes are ineffective. At least eleven new aquatic invasive species have been introduced
1.8from ballast water since current requirements for ballast water exchange with open ocean
1.9water went into effect, including the recent introduction of viral hemorrhagic septicemia
1.10(VHS) that directly threatens the Great Lake fishery; and"
1.11Page 1, delete lines 17 to 21 and insert:
1.12    "WHEREAS, the United States Congress and the legislatures of the Great Lake
1.13states have the authority and responsibility for protecting the health and safety of their
1.14citizens and to protect and preserve the waters of the Great Lakes; NOW, THEREFORE,"
