1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. APPROPRIATION; DEPARTMENT OF REVENUE.
1.4    Subdivision 1. Tax system management. (a) $2,428,500 is appropriated to the
1.5commissioner of revenue for additional activities to identify and collect tax liabilities from
1.6individuals and businesses that currently do not pay all taxes owed. This initiative is
1.7expected to result in new general fund revenues of $6,532,500 for fiscal year 2011. This
1.8initiative is in addition to any other initiative enacted in the 2010 legislative session.
1.9(b) The department must report to the chairs of the house of representative Ways
1.10and Means and senate Finance Committees by March 15, 2011, and January 15, 2012,
1.11on the following performance indicators:
1.12(1) the number of corporations noncompliant with the corporate tax system each
1.13year and the percentage and dollar amounts of valid tax liabilities collected;
1.14(2) the number of businesses noncompliant with the sales and use tax system and the
1.15percentage and dollar amount of the valid tax liabilities collected; and
1.16(3) the number of individual noncompliant cases resolved and the percentage and
1.17dollar amount of valid tax liabilities collected.
1.18(c) The reports must also identify base-level expenditures and staff positions related
1.19to compliance and audit activities, including baseline information as of January 1, 2009.
1.20The information must be provided at the budget activity level.
1.21    Subd. 2. Debt collection management. $935,000 is for additional activities to
1.22identify and collect tax liabilities from individuals and businesses that currently do not
1.23pay all taxes owed. This initiative is expected to result in new general fund revenues of
1.24$6,900,000 for fiscal year 2011. This initiative is in addition to any other initiative enacted
1.25in the 2010 legislative session.
2.1    Subd. 3. Telecommuting. To the extent possible, staff hired for the compliance
2.2initiative under this section must telecommute."
2.3Delete the title and insert:
2.5relating to state government; appropriating money to the commissioner of
2.6revenue for additional activities to identify and collect tax liabilities."
