1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2008, section 256B.057, is amended by adding a
1.4subdivision to read:
1.5    Subd. 11. Treatment for colorectal cancer. (a) State-only funded medical
1.6assistance may be paid for an individual who:
1.7(1) has been screened for colorectal cancer by the colorectal cancer prevention
1.8demonstration project;
1.9(2) according to the individual's treating health professional, needs treatment for
1.10colorectal cancer;
1.11(3) meets income eligibility guidelines for the colorectal cancer prevention
1.12demonstration project;
1.13(4) is under the age of 65; and
1.14(5) is not otherwise eligible for federally funded medical assistance or other
1.15creditable coverage as defined under United States Code, title 42, section 1396a(aa).
1.16(b) Medical assistance provided under this subdivision shall be limited to services
1.17provided during the period that the individual receives treatment for colorectal cancer.
1.18(c) An individual meeting the criteria in paragraph (a) is eligible for state-only
1.19funded medical assistance without meeting the eligibility criteria relating to income and
1.20assets in section 256B.056, subdivisions 1a to 5b.

1.21    Sec. 2. MINNESOTA COLORECTAL CANCER PREVENTION ACT.
1.22    Subdivision 1. Purpose. Colon cancer is one of Minnesota's leading causes of
1.23death and one of the most preventable forms of cancer. The Minnesota Colorectal
1.24Cancer Prevention Act creates a demonstration project and public-private partnership
1.25that leverages business, nonprofit, and government sectors to reduce the incidence of
2.1colon cancer, reduce future health care expenditures, and address health disparities by
2.2emphasizing prevention in a manner consistent with Minnesota's health care reform goals.
2.3    Subd. 2. Establishment. The commissioner of health shall award grants to
2.4Hennepin County Medical Center and MeritCare Bemidji for a colorectal screening
2.5demonstration project to provide screening to uninsured and underinsured women and
2.6men.
2.7    Subd. 3. Eligibility. To be eligible for colorectal screening under this demonstration
2.8project, an applicant must:
2.9(1) be at least 50 years of age, or under the age of 50 and at high risk for colon cancer;
2.10(2) be uninsured, or if insured, has coverage that does not cover the full cost of
2.11colorectal cancer screenings;
2.12(3) not eligible for medical assistance, general assistance medical care, or
2.13MinnesotaCare programs; and
2.14(4) have a gross family income at or below 250 percent of the federal poverty level.
2.15    Subd. 4. Services. Services provided under this project shall include:
2.16(1) colorectal cancer screening, according to standard practices of medicine, or
2.17guidelines provided by the Institute for Clinical Systems Improvement or the American
2.18Cancer Society;
2.19(2) follow-up services for abnormal tests; and
2.20(3) diagnostic services to determine the extent and proper course of treatment.
2.21    Subd. 5. Project evaluation. The commissioner of health, in consultation with the
2.22University of Minnesota School of Public Health, shall evaluate the demonstration project
2.23and make recommendations for increasing the number of persons in Minnesota who
2.24receive recommended colon cancer screening. The commissioner of health shall submit
2.25the evaluation and recommendations to the legislature by January 1, 2011.

2.26    Sec. 3. APPROPRIATIONS.
2.27(a) $....... is appropriated in fiscal year 2010 from the general fund to the Office of
2.28Management and Budget to provide grants to the Hennepin County Medical Center and
2.29MeritCare Bemidji for colorectal screening demonstration projects established in section
2.301. Each grant shall be in the amount of $.......
2.31(b) $....... is appropriated in fiscal year 2010 from the general fund to the Board
2.32of Regents for the University of Minnesota to conduct an evaluation of the colorectal
2.33screening demonstration project established in section 1."
