1.4    "Sec. 7. TRAINING AND WORKFORCE DEVELOPMENT.
1.5The Office of Energy Security, the Department of Employment and Economic
1.6Development and the Office of Higher Education shall develop a joint plan and joint
1.7procedures to:
1.8(1) allocate stimulus funds to training programs to train energy professionals needed
1.9to implement the energy programs described in sections 3 to 6, including, but not limited
1.10to, energy auditors, energy managers, and building operators;
1.11(2) coordinate, oversee and monitor the training and certification of energy
1.12professionals; and
1.13(3) allocate funding for the purposes of clauses (1) and (2) and to training providers.
1.14Training strategies must be designed to meet the wide range of facilities managers,
1.15building sizes and types, and must protect the occupational health and safety of workers
1.16employed on these energy projects. Technical skills training must include insulation,
1.17air sealing, and mechanical work.
1.18The joint plan must include procedures to:
1.19(1) train individuals already employed in implementing energy programs;
1.20(2) recruit individuals for training to perform work in energy projects using
1.21stimulus funding who are unemployed, especially targeting communities experiencing
1.22disproportionately high rates of unemployment, including but not limited to low-income,
1.23rural, or tribal communities and individuals in construction trades and crafts; and
1.24(3) insure that the full capacity of current training providers is utilized, including,
1.25but not limited to, opportunities industrialization centers, skilled trades labor unions, tribal
1.26colleges or nonprofits working in tribal communities, community action partnerships,
2.1higher education institutions, and nonprofit organizations with demonstrated expertise
2.2in energy efficiency."
