ECONOMIC DEVELOPMENT STRATEGY WORKING GROUP.
1.13(a) An 18 member working group to develop an economic development strategy
1.14to guide job and business growth in Minnesota and to strengthen the state's economy is
1.15established. The working group consists of six members of the house of representatives
1.16and three members of the public appointed by the speaker of the house and six members of
1.17the senate and three members of the public appointed by the subcommittees on committees
1.18of the senate. The working group is responsible to review and analyze Minnesota's current
1.19economic development strategy and make recommendations on improvements according
1.20to this section. The legislative coordinating commission under Minnesota Statutes, section
1.213.303, must provide staff support for the working group.
1.22(b) The working group must conduct an academic and practitioner led effort to:
1.23(1) perform best practices research on economic development principles to apply
1.24to Minnesota;
1.25(2) assess Minnesota's current economic development strategies, including tax
1.26incentives and appropriation funded programs and grants to determine how well these
1.27strategies are working and how they compare to best practices;
2.1(3) develop a comprehensive strategy to move Minnesota's economy forward;
2.2(4) develop a set of benchmarks to measure Minnesota's investments in economic
2.3development strategies; and
2.4(5) recommend the best structure to govern and lead Minnesota's economic
2.5development strategy.
2.6(c) Appointments to the working group shall be made by June 1, 2009, and the
2.7first meeting shall be convened no later than July 1, 2009. The task force shall elect
2.8a chair from among its members at the first meeting. The working group may contract
2.9for research studies and assistance necessary to fulfill its responsibilities. The working
2.10group must report to the committees of the legislature with responsibility for economic
2.11development by February 15, 2010."
