3.27 (8) targeted recruitment initiatives to expand and build the capacity of the child
3.28care system and to improve the quality of care provided by legal nonlicensed child care
3.29providers.
3.30 (b) A child care resource and referral program designated under section
119B.19,
3.31subdivision 1a
, may award child care services grants to:
3.32 (1) licensed providers;
3.33 (2) providers in the process of being licensed;
3.34 (3) corporations or public agencies that develop or provide child care services;
3.35 (4) school-age care programs;
3.36 (5) legal nonlicensed or family, friend, and neighbor care providers; or
4.1 (6) any combination of clauses (1) to (5).
4.2 (c) A recipient of a child care services grant for facility improvements, interim
4.3financing, or staff training and development must provide a 25 percent local match.
4.4(d) Beginning July 1, 2009, grants under this subdivision shall be increasingly
4.5awarded for activities that improve provider quality, including activities under paragraph
4.6(a), clauses (1) to (3) and (7).

4.8 Subd. 10.
Family child care technical assistance grants. (a) A child care resource

4.10technical assistance grants of up to $1,000. These grants may be used for:
4.11 (1) facility improvements, including, but not limited to, improvements to meet
4.12licensing requirements;
4.13 (2) improvements to expand a child care facility or program;
4.14 (3) toys
, materials, and equipment
to improve the learning environment;
4.15 (4) technology and software to create, enhance, and maintain business management
4.16systems;
4.17 (5) start-up costs;
4.18 (6) staff training and development; and
4.19 (7) other uses approved by the commissioner.
4.20 (b) A child care resource and referral program may award family child care technical
4.21assistance grants to:
4.22 (1) licensed family child care providers;
4.23 (2) child care providers in the process of becoming licensed; or
4.24 (3) legal nonlicensed or family, friend, and neighbor care providers.
4.25 (c) A local match is not required for a family child care technical assistance grant.
