1.4"Hiring Freeze. The commissioner may
1.5not hire new employees unless (1) the
1.6commissioner certifies to the commissioner
1.7of finance that the position is essential to
1.8maintaining public safety or the safety of
1.9institutional staff; and (2) the commissioner
1.10of finance authorizes the hire. This
1.11prohibition does not apply to transfers
1.12or promotions of current department
1.13employees."
