1.3    "Sec. 48. Minnesota Statutes 2008, section 471.98, subdivision 2, is amended to read:
1.4    Subd. 2. Political subdivision. "Political subdivision" includes a statutory or home
1.5rule charter city, a county, a school district, a town, a watershed management organization
1.6as defined in section 103B.205, subdivision 13, or an instrumentality thereof, including
1.7but not limited to instrumentalities incorporated under chapter 317A, having independent
1.8policy-making and appropriating authority. For the purposes of this section and section
1.9471.981 , the governing body of a town is the town board. The term also includes the
1.10Nonprofit Insurance Trust incorporated under chapter 317A and its members incorporated
1.11under chapter 317A.

1.12    Sec. 49. Minnesota Statutes 2008, section 471.982, subdivision 3, is amended to read:
1.13    Subd. 3. Exemptions. Self-insurance pools established and open for enrollment
1.14on a statewide basis by the Minnesota League of Cities Insurance Trust, the Minnesota
1.15School Boards Association Insurance Trust, the Minnesota Association of Townships
1.16Insurance and Bond Trust, or the Minnesota Association of Counties Insurance Trust, or
1.17the Nonprofit Insurance Trust and the political subdivisions that belong to them are exempt
1.18from the requirements of this section and section 65B.48, subdivision 3. In addition, the
1.19Minnesota Association of Townships Insurance and Bond Trust and the townships that
1.20belong to it are exempt from the requirement to hold the certificate of surety authorization
1.21issued by the commissioner of commerce as provided in section 574.15. "
1.22Renumber the sections in sequence and correct the internal references
1.23Amend the title accordingly
