1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. INDIGENOUS EARTHKEEPERS PROGRAM.
1.4$....... is appropriated each year in fiscal years 2010 and 2011 from the workforce
1.5development fund, and $....... is appropriated from the Workforce Investment Act funding
1.6or other youth funding in the American Recovery and Reinvestment Act, Public Law
1.7111-5, in fiscal years 2010 and 2011 to the commissioner of employment and economic
1.8development for grants for the Indigenous Earthkeepers Program for American Indian
1.9youth environmental education and training. Funds must be used to provide summer
1.10programming for up to 80 American Indian youth ages 14 to 19 for up to eight weeks.
1.11The Indigenous Earthkeepers Program must use the environment, with Native language as
1.12its primary core, to develop student academic skills and knowledge at Center School and
1.13Healthy Nations Program of the Minneapolis American Indian Center. The program must
1.14foster a sense of civic and environmental responsibility by providing youth the opportunity
1.15to serve on small, natural, and urban resource crews in the Twin Cities metropolitan area
1.16and outside of the metropolitan area. In addition, it must build the capacity of these youths
1.17to improve their lives in an indigenous-inspired and culturally relevant manner. At a
1.18minimum, the program curriculum must include water studies, identification of waterway
1.19cleanup sites, cleanup of waterways significant to indigenous culture and education, plant
1.20identification, gardening, and indigenous language components. "
