1.3Page 61, after line 8, insert:

1.4    "Sec. 56. ENVIRONMENTAL REVIEW STREAMLINING REPORT.
1.5By January 15, 2010, the commissioner of the Pollution Control Agency must submit
1.6a report to the environment and natural resources policy and finance committees of the
1.7house and senate on options to streamline the environmental review process under chapter
1.8116D. In preparing the report, the commissioner must consult with state agencies, local
1.9government units, and business, agriculture and environmental advocacy organizations
1.10with an interest in the environmental review process. The report must include options
1.11that will reduce the time required to complete environmental review and the cost of the
1.12process to responsible governmental units and project proposers while maintaining air,
1.13land, and water quality standards."
1.14Renumber the sections in sequence and correct the internal references
1.15Amend the title accordingly
