[122A.246] ALTERNATIVE TEACHER PREPARATION
1.5PROGRAM AND LIMITED-TERM TEACHER LICENSE FOR MID-CAREER
1.6PROFESSIONALS.
1.7 Subdivision 1. Requirements. (a) The Board of Teaching annually must approve
1.8qualified teacher preparation programs under this section that are a means for mid-career
1.9professionals to acquire a two-year limited-term license and to prepare for acquiring a
1.10standard entrance license. Partnerships composed of school districts or charter schools
1.11and either:
1.12(1) a college or university with a board-approved alternative teacher preparation
1.13program; or
1.14(2) a nonprofit corporation formed for an education-related purpose and subject
1.15to chapter 317A and a college or university with a board-approved alternative teacher
1.16preparation program may offer this program if:
1.17(i) a need for teachers exists in a subject area identified by the department as a
1.18shortage area;
1.19(ii) the teaching staff does not reflect the racial and cultural diversity of the student
1.20population of the district or charter school; and
1.21(iii) the district or charter school identifies a need to reduce or eliminate a student
1.22achievement gap based on school performance report card data under section 120B.36.
1.23(b) To participate in this program, a candidate must:
1.24(1) have a bachelor's degree and at least ten years of professional experience in a
1.25field related to the license being sought; or
1.26(2) hold a valid teaching license and have at least five years of classroom teaching
1.27experience.
2.1(c) A candidate under paragraph (b), clause (1), must:
2.2(1) pass the reading, writing, and mathematics skills examination under section
2.3122A.18;
2.4(2) obtain qualifying scores on board-approved content area and pedagogy tests; and
2.5(3) before receiving a limited term license under this section, complete a minimum
2.6200-hour instructional phase that provides intensive preparation and a full-time student
2.7teaching experience that places the candidate in the classroom under the direct supervision
2.8of a fully licensed classroom teacher for at least 12 weeks. A candidate under paragraph
2.9(b), clause (1), is declared to have met the requirements of this paragraph through the
2.10licensing process and previous classroom experience.
2.11 Subd. 2. Characteristics. An alternative teacher preparation program under this
2.12section must include:
2.13(1) a research-based and results-oriented approach focused on best teaching practices
2.14to increase student proficiency and growth measured against state academic standards;
2.15(2) strategies to combine pedagogy and best teaching practices to better inform
2.16teachers' classroom instruction;
2.17(3) assessment, supervision, and evaluation of the program participant to determine
2.18the participant's specific needs throughout the program and to support the participant
2.19in successfully completing the program;
2.20(4) formal instruction and intensive peer coaching throughout the school year that
2.21provide structured guidance and regular ongoing support;
2.22(5) high quality, sustained, intensive, and classroom-embedded staff development
2.23opportunities conducted by a mentor or by a mentorship team that may include school
2.24administrators, teachers, and postsecondary faculty members and are directed at improving
2.25student learning and achievement; and
2.26(6) a requirement that program participants demonstrate to the local site team under
2.27subdivision 5 that they are making satisfactory progress toward acquiring a standard
2.28entrance license from the Board of Teaching.
2.29 Subd. 3. Program approval. The Board of Teaching must approve alternative
2.30teacher preparation programs under this section based on board-adopted criteria that reflect
2.31best practices for alternative teacher preparation programs consistent with this section.
2.32The board must permit licensure candidates to demonstrate licensure competencies in
2.33school-based settings and through other nontraditional means.
2.34 Subd. 4. Employment conditions. (a) Each full school year that a teacher with
2.35a limited-term license teaches in a Minnesota school is one year of the teacher's first
2.36probationary employment period.
3.1(b) Where applicable, teachers with a limited-term license under this section
3.2are subject to the terms of the local collective bargaining agreement between the local
3.3representative of the teachers and the school board.
3.4(c) A school district or charter school must not prospectively promise to employ a
3.5teacher candidate who receives a standard entrance license under this section.
3.6 Subd. 5. Approval for standard entrance license. Postsecondary faculty, the
3.7supervising teacher, and other qualified staff must evaluate the performance of the teacher
3.8candidate using the Minnesota state standards of effective practice for teachers and content
3.9standards by licensure area established in rule and submit to the board an evaluation report
3.10recommending whether or not to issue the teacher candidate a standard entrance license.
3.11 Subd. 6. Standard entrance license. The Board of Teaching may issue a standard
3.12entrance license to a teacher candidate under this section who successfully performs under
3.13the two-year limited license and is recommended for licensure under subdivision 5.
3.14 Subd. 7. Qualified teacher. A person with a valid limited-term license under this
3.15section is the teacher of record and a qualified teacher within the meaning of section
3.16122A.16.
3.17 Subd. 8. Reports. (a) The Board of Teaching annually must collect and report to
3.18the K-12 Education Policy and Finance Committees of the legislature alternative teacher
3.19preparation program provider data on cumulative teacher retention rates, number of
3.20licenses issued by licensure area, the locations where teachers are placed, the number of
3.21programs approved, and the demographic characteristics of the teacher candidates, among
3.22other data. The board may use these data to approve program providers under this section.
3.23(b) The Board of Teaching must submit a report on the efficacy of this program to the
3.24K-12 Education Policy and Finance committees of the legislature by February 15, 2014."
