1.3Page 5, line 9, after "utilities" insert "up to"
1.4Page 5, after line 9, insert:

1.5    "Sec. 8. APPROPRIATION.
1.6The assessment made under section 7 shall be deposited in an account in the special
1.7revenue fund and is appropriated to the Public Utilities Commission for completing the
1.8study required in section 7. This is a onetime appropriation and is available until spent."
1.9Amend the title accordingly
