1.4 "Sec. 34.
SURGICAL TECHNOLOGISTS PILOT PROJECT.
1.5 Subdivision 1. Surgical technologists; training and employment pilot project.
1.6(a) The Board of Trustees of the Minnesota State Colleges and Universities shall establish
1.7a pilot project to develop partnerships and training and employment opportunities for
1.8surgical technologists. The pilot project must develop partnerships between a health care
1.9facility located within 25 miles of an accredited surgical technologist program offered by a
1.10Minnesota State College and Universities institution and the institution. The partnerships
1.11must promote the employment and retention of the services of individuals to perform
1.12surgical technology tasks or functions who have successfully completed an accredited
1.13educational program for surgical technologists and who hold and maintain a certified
1.14surgical technician credential from a nationally recognized surgical technologist certifying
1.15body accredited by the National Commission for Certifying Agencies and recognized by
1.16the American College of Surgeons and the Association of Surgical Technologists.
1.17(b) Nothing in this section prohibits:
1.18(1) a participating health care facility from continuing the employment of an
1.19individual who is employed to practice surgical technology in that health care facility on
1.20the effective date of this section;
1.21(2) any licensed practitioner from performing surgical technology tasks or functions
1.22if the individual is acting within the scope of that practitioner's license;
1.23(3) any student in training to be licensed as a health care practitioner from performing
1.24surgical technology tasks or functions if under the supervision of a licensed physician; or
1.25(4) any health care facility from employing or retaining the services of an individual
1.26to perform tasks listed in subdivision 1, provided the individual maintains a certified
1.27surgical assistant credential from the National Surgical Assistant Association.
2.1(c) This subdivision sunsets June 30, 2014.
2.2 Subd. 2. Report. Surgical technologist training programs of the Minnesota State
2.3Colleges and Universities must cooperate with hospitals to assure that graduates meet
2.4the standards set by hospitals for surgical technologists providing services to surgical
2.5patients. The board of trustees shall report on the pilot project under this section to the
2.6appropriate legislative chairs by January 1, 2013, with recommendations to enhance
2.7surgical technologist training and to assure an adequate supply of surgical technologist
2.8graduates to meet the needs of facilities."
