[16B.535] FLEET MANAGEMENT AND CONSOLIDATION.
1.5(a) The Department of Administration shall ensure optimum efficiency and economy
1.6in the fleet management activities of all state agencies. The department must:
1.7(1) maintain a current fleet management inventory and maintenance cost accounting
1.8system that includes all state owned or leased motor vehicles;
1.9(2) develop uniform state policies and guidelines for vehicle acquisition,
1.10replacement, use, fuel, maintenance, and recording of operational and other costs; and
1.11(3) study the cost-effectiveness of consolidating or privatizing the state vehicle fleet
1.12or sections of the state vehicle fleet, including documenting the current status of fleet
1.13consolidation or privatization and assessing the cost-effectiveness of further consolidation
1.14or privatization of the state vehicle fleet.
1.15(b) When requested by the governor or the legislature the department must submit
1.16information detailing the costs associated with fleet operations based upon a statewide
1.17uniform cost accounting system.
1.18(c) State agencies authorized by the Department of Administration may operate
1.19a vehicle fleet management program. Each such agency shall assign a fleet manager
1.20who shall operate the agency's fleet program in accordance with policies and guidelines
1.21established by the Department of Administration.
1.22(d) Each fleet manager must review the use of state owned or leased vehicles within
1.23their agency at least annually to determine whether vehicle utilization meets best practices
1.24criteria as determined by the Department of Administration."
