1.3    "Sec. 17. MINNESOTA STADIUM AUTHORITY.
1.4    Subdivision 1. Established. The Metropolitan Council shall serve as the Minnesota
1.5Stadium Authority to study and make recommendations for a plan for a new professional
1.6football stadium. The staff of the council shall provide administrative, technical and
1.7research support to the authority. The authority is subject to Minnesota Statutes, chapters
1.813 and 13D. The authority shall maintain a Web site to provide public information on all
1.9actions of the authority and to keep the public informed on meeting times, places, minutes,
1.10how to contact the authority, and inviting public participation and comment.
1.11    Subd. 2. Duties. The Minnesota Stadium Authority shall conduct hearings on
1.12the future stadium needs of the football team. The Authority shall receive any plans or
1.13proposals for location of a stadium for the football team in a place outside of the city of
1.14Minneapolis. The Authority shall determine, by January 15, 2011, whether the city of
1.15Minneapolis has produced the best possible plan for location of a stadium for the football
1.16team, and if that plan is prepared to be implemented. If the Authority determines that a
1.17different plan or proposal offers superior benefits to the football team and the State, the
1.18Authority shall prepare legislation to enact that plan or proposal.
1.19    Subd. 3. End of duties. The Authority shall cease operation upon completion of a
1.20stadium plan which is fully funded and prepared to begin construction."
