1.1A resolution of the Ways and Means Committee;
1.2setting the limit on net expenditures for the 2010-2011 biennium in accordance with
1.3House Rule 4.03.
1.4BE IT RESOLVED that the sum of ($994,404,000) is the maximum limit on net expenditure
1.5changes from the general fund for fiscal years 2010 and 2011.
1.6BE IT FURTHER RESOLVED that the budget reserve is set at $0 and the cash flow
1.7account is set at $350,000,000.
1.8BE IT FURTHER RESOLVED that the following changes in net expenditures from the
1.9general fund for fiscal years 2010 and 2011 are set for the major finance bills in the 2010 regular
1.10session:
1.11(1) a limit of ($52,575,000) for a higher education and workforce development finance bill;
1.12(2) a limit of ($1,000,000) for a K-12 education finance bill;
1.13(3) a limit of ($7,500,000) for an early childhood finance bill;
1.14(4) a limit of ($6,700,000) for an agriculture, rural economies, and veteran's finance bill;
1.15(5) a limit of ($16,300,000) for an environment and natural resources finance bill;
1.16(6) a limit of ($710,000,000) for a health care and human services finance bill;
1.17(7) a limit of ($32,771,000) for a state government finance bill;
1.18(8) a limit of ($5,561,000) for a transportation finance bill;
1.19(9) a limit of ($35,923,000) for a public safety finance bill;
2.1(10) a limit of ($2,500,000) for a cultural and outdoor resources finance bill;
2.2(11) a limit of ($49,770,000) for an energy finance bill;
2.3(12) a limit of ($6,500,000) for a housing and public health bill;
2.4(13) a limit of ($350,000) for a capital investment bill for additional debt service for
2.5capital projects; and
2.6(14) a limit of ($105,000,000) for a tax bill.
2.7These limits are based on expenditures projected in the general fund forecast issued March
2.82, 2010, for the general fund.
