1.3Page 22, after line 18, insert:

1.4    "Sec. 6. Minnesota Statutes 2010, section 216B.026, subdivision 1, is amended to read:
1.5    Subdivision 1. Election. (a) A cooperative electric association may elect to become
1.6subject to rate regulation by the commission pursuant to sections 216B.03 to 216B.23.
1.7The election shall be approved by a majority of members or stockholders voting by mail
1.8ballot initiated by petition of not less than five percent of the members or stockholders of
1.9the association, as determined by membership figures submitted by the association to the
1.10Rural Electric Administration for the month in which the petition was submitted.
1.11(b) For a cooperative electric association that is the product of a merger or
1.12consolidation of three or more associations between December 30, 1996, and January 1,
1.132001, the number of members or stockholders necessary to initiate the petition shall be no
1.14less than one percent of the members or stockholders of the association."
1.15Renumber the sections in sequence and correct the internal references
1.16Amend the title accordingly
