1.3Page 49, after line 13, insert:

1.4    "Sec. 47. ENGLISH LANGUAGE PROFICIENCY STANDARDS.
1.5    Subdivision 1. Standards. The Department of Education shall adopt, as statewide
1.6standards, English language proficiency standards for instruction of students identified as
1.7limited English proficient under Minnesota Statutes, sections 124D.58 to 124D.64.
1.8    Subd. 2. Adoption. Notwithstanding Minnesota Statutes, chapter 14, and sections
1.914.386, 120B.02, 120B.021, and 120B.023, the commissioner of education shall adopt
1.10the most recent English language proficiency standards for English learners developed
1.11by World-Class Instructional Design and Assessment in kindergarten through grade 12.
1.12These standards shall be adopted as permanent rules when:
1.13(1) the revisor of statutes approves the form of the rule by certificate;
1.14(2) the commissioner signs an order adopting the rule; and
1.15(3) a copy of the rule is published by the department in the State Register."
1.16Renumber the sections in sequence and correct the internal references
1.17Amend the title accordingly
