1.4by the commissioner of health under section 144.50, subdivision 6, a residence licensed by
1.5the commissioner of health to provide a residential program as defined in section 245A.02,
1.6subdivision 14, a residential facility for persons with a developmental disability licensed
1.7by the commissioner of human services under section 252.28, or group residential housing
1.8as defined in section 256I.03, subdivision 3, may alternatively meet the requirements of
1.9this subdivision by signing an affidavit, under oath and in the presence of two election
1.10judges from different major political parties, attesting to the voter's identity and that
1.11securing valid photo identification meeting the requirements of paragraph (a) would
1.12require payment of a fee or otherwise present a substantial burden to the voter."
