1.8"(b) An agency may spend money for a project recommended for funding by the
1.9peer review panel after:
1.10(1) the agency has posted notice of spending for the proposed project on the agency
1.11Web site for at least 30 days; and
1.12(2) the commissioner of management and budget has approved spending money
1.13from the SAVI account for the project.
1.14(c) Before approving a project, the commissioner of management and budget
1.15must submit the request to the Legislative Advisory Commission for its review and
1.16recommendation. Upon receiving a request from the commissioner, the Legislative
1.17Advisory Commission shall post notice of the request on a legislative Web site for at least
1.1830 days. Failure of the commission to make a recommendation within this 30-day period
1.19is considered a negative recommendation. A recommendation of the commission must be
1.20made at a meeting of the commission unless a written recommendation is signed by all
1.21the members entitled to vote on the item."
