(a) $3,785,000 in fiscal year 2012 and $3,785,000 in fiscal year 2013 are
1.4appropriated from the arts and cultural heritage fund to the commissioner of agriculture
1.5for grants to county agricultural societies to enhance arts access and education and to
1.6preserve and promote Minnesota's history and cultural heritage as embodied in its county
1.7fairs. The grants shall be in addition to the aid distribution to county agricultural societies
1.8under Minnesota Statutes, section 38.02. The commissioner shall consult the advisory
1.9committee required under paragraph (b) and award grants for the following purposes:
1.10(1) $950,000 in each year, distributed in equal amounts to each of the 95 county
1.11fairs, to enhance arts access and education and to preserve and promote Minnesota's
1.12history and cultural heritage;
1.13(2) $1,875,000 in each year, distributed as competitive grants for the development or
1.14enhancement of facilities that provide access to the arts; arts education; and agricultural,
1.15historical and cultural heritage programs, including but not limited to agricultural
1.16education centers, arts buildings, and performance stages;
1.17(3) $480,000 in each year, distributed as competitive grants for specific projects and
1.18events that provide access to the arts or the state's agricultural, historical, and cultural
1.19heritage; and
1.20(4) $480,000 in each year, distributed as competitive grants for specific arts, cultural,
1.21or historical programs.
1.22(b) The commissioner of agriculture shall convene an advisory committee to
1.23develop grantmaking criteria and guidance on the expenditure of funds under this section.
1.24The advisory committee must have balanced statewide membership consisting of a
1.25representative of at least one county agricultural society in each of the state's 11 economic
1.26development regions. The committee shall seek input from all interested parties."
