1.3    "Sec. 5. Minnesota Statutes 2010, section 97A.056, is amended by adding a subdivision

1.5    Subd. 11. Commissioner approval; easements. (a) Unless otherwise agreed
1.6to under paragraph (b), the commissioner must agree in writing to each proposed
1.7conservation easement acquired with an appropriation from the outdoor heritage fund. The
1.8commissioner must agree to the form, content, and value of the conservation easement,
1.9including the terms of the easement that assure protection of the environmental values.
1.10(b) The executive director of the Board of Water and Soil Resources must agree in
1.11writing to each proposed conservation easement acquired with an appropriation from the
1.12outdoor heritage fund that was appropriated to the Board of Water and Soil Resources. The
1.13executive director must agree to the form, content, and value of the conservation easement,
1.14including the terms of the easement that assure protection of the environmental values."

1.16Amend the title accordingly
