1.3Page 37, line 1, delete everything after "(d)" and insert "; provided, however, that
1.4bonds issued and unpaid shall not exceed $20,000,000 in principal amount, excluding
1.5refunding bonds sold and issued under subdivision 4. During the biennium ending June 30,
1.62013, the commissioner may sell and issue bonds only in an amount that the commissioner
1.7determines will result in principal and interest payments less than the amount of savings to
1.8be generated through pay-for-performance contracts under section 16A.94. For programs
1.9achieving savings under a pay-for-performance contract, the commissioner must reduce
1.10general fund appropriations by at least the amount of principal and interest payments on
1.11bonds issued under this section."
