1.4    "Sec. 8. ANALYSIS OF PROGRAMS AND THEIR AFFECT ON HEALTHY
1.5MARRIAGES; REPORT.
1.6(a) The commissioner of human services shall conduct an analysis of how current
1.7human services programs affect the motivation and capacity of individuals to form
1.8and sustain healthy marriages in which to raise children. Programs to be examined
1.9in this marriage impact analysis include, but are not limited to, Medical Assistance,
1.10MinnesotaCare, Minnesota Family Investment program, general assistance, child
1.11protection, child support enforcement, child welfare services, and services for people who
1.12are mentally ill, chemically dependent, or have physical or developmental disabilities.
1.13(b) Before January 1, 2012, the commissioner shall submit a report to the legislature
1.14describing the results of this analysis and outline proposals to improve the ability of
1.15human services programs to help people who are interested in marriage to form and
1.16sustain healthy marriages in which to raise children. The commissioner shall ensure
1.17that experts on healthy marriage are consulted on the process of conducting the analysis
1.18and writing the report."
1.19Renumber the sections in sequence and correct the internal references
1.20Amend the title accordingly
