1.4    "Sec. 15.REPORT ON TRANSFORMING HIGHER EDUCATION.
1.5The Board of Trustees of the Minnesota State Colleges and Universities shall
1.6do a comprehensive evaluation of the structure of the Minnesota State Colleges and
1.7Universities and report to the legislature with recommendations for improvements to
1.8increase the efficiency and effectiveness of delivering postsecondary education through
1.9public two-year colleges and state universities. The study must evaluate the organization
1.10of the Minnesota State Colleges and Universities system, and must consider and evaluate
1.11the following organizational alternatives:
1.12(1) the alignment of the two-year and four-year institutions into separate
1.13administrative systems;
1.14(2) establishment of regional education districts;
1.15(3) formation of multi-campus institutions;
1.16(4) district or subdistrict accreditation of institutions;
1.17(5) regional delivery of shared services and programs; and
1.18(6) elimination of duplicate services and programs.
1.19The study must identify potential structural and operational efficiencies and must
1.20recommend methods to refocus administration at the campus level and reduce or
1.21eliminate duplicative administration through central services. The costs and benefits
1.22of each alternative in the study must be evaluated and reported with the study findings
1.23and recommendations by January 30, 2012, to the committees of the legislature with
1.24responsibility for higher education finance.
1.25EFFECTIVE DATE.This section is effective the day following final enactment."
